The first Scottish Rite organization among Negroes was the African Grand Council of 1820 in Philadelphia, Pa. This Council arose through West Indian migration, for Stephen Morin had propagated the Rite there, The Minutes of the King David Supreme Council include a reference to a merger of this African Grand Council with the King David Supreme Council, this was the first Prince Hall Council.
The organization of the King David Supreme Council grew out of the conferring in Philadelphia in 1850 of the 33rd degree on David Leary, first colored Inspector-General of the Prince Hall Scottish Rite by Count De St. Laurent (also Larine) of the Supreme Council of France, also Grand Commander of the Council of Spain. The Supreme Council of France on March 5, 1887, “recognized all the Scottish Rite work that was accomplished by De Laurent in America”. The Minutes of King David Council for December 10, 1854 show that David Leary received a patent from the Supreme Council of France for the Philadelphia Supreme Council.
In New York City, a Supreme Council of the United States was established in 1864. This Council grew out of contacts made in 1862 and 1864 by Baron A. Hugo De Bulow of the Supreme Council of France. Illustrious Edward M. Thomas petitioned the Kind David Council, since he was living in the District of Columbia, for the 33rd Degree to conferred on representative Masons in the District of Columbia and on May 5, 1866, the conferment was made, and a Council was established. A fourth Council was set up in Baltimore, Maryland and a Fifth Council in Philadelphia.
These five Councils” action for unity in a conference in New York City on January 13, 1881 was responsible for the Articles of Union and Two Supreme Councils, the United Supreme Council of the Northern Jurisdiction (PHA) and the United Supreme Council of the Southern Jurisdicition (PHA). These Councils have continued to protect their Rite from Illegitimacy.
The Georgia Council of Deliberation was organized July 28, 1953 at Macon with Grand Master John W. Dobbs as its first Deputy of the Orient.
